5 DEVELOPMENT ECONOMICS
Экономика развивающихся стран
Раздел экономиической науки, изучающий методы, при помощи которых развивающиеся страны могут увеличить свои производственные мощности как в области сельского хозяйства, так и в области промышленности с целью достижения устойчивого экономического роста. Основные исследования в этой области сосредоточены на следующих проблемах. Следует ли, например, развивать сельское хозяйство и промышленность одновременно, или стоит уделять внимание только ведущим отраслям промышленности в надежде, что мощное промышленное производство даст импульс развитию других секторов экономики. Важными представляются также вопросы использования развивающимися странами технологических достижений. Некоторые западные ученые считают, что наиболее подходящими для них являются переходные технологии, а не самые передовые, которыми невозможно управлять без помощи квалифицированных иностранных специалистов и менеджеров. -Специалисты, следящие за новинками зарубежной техники, не могли не обратить внимания на новое понятие Sustainable Development. Под таким названием в мире проходят десятки международных конференций, издаются труды. В Канаде, например, в 1998 г. в рамках Министерства по природным ресурсам был создан Международный центр Sustainable Development of Cement and Concrete Industry, целью работы которого являются исследования, разработки и пропаганда природосохраняющих, энергоэффективных цементных материалов для устойчивого развития промышленности цемента и бетона.
В отечественной технической литературе по строительству термин Sustainable Development еще мало известен и, естественно, пока не прижился.
Всемирная Комиссия по окружающей среде и развитию дала ему следующее фундаментальное определение: "развитие, которое удовлетворяет потребности настоящего без компромиссов с возможностями для будущих поколений удовлетворять их потребности". Это понятие содержит в себе аспекты политического, социального, экономического и технического характера. Под "потребностями" подразумевается удовлетворение того минимального уровня, который не должен угрожать природной системе, поддерживающей жизнь на Земле. устойчивое развитие
Развитие, при котором осуществляется «удовлетворение потребностей нынешнего поколения, без ущерба для возможности будущих поколений удовлетворять свои собственные потребности» ( формулировка т.н. Комиссии Брундтланд, официально — Всемирной комиссии по окружающей среде и развитию (WCED), известной по имени ее председателя Гру Харлем Брундтланд, созванной ООН в 1983 году). Концепция устойчивого развития имеет три составляющих: экономическую, социальную и экологическую, она стимулировала интерес к качеству жизни людей и к качеству экономического роста. Некоторые ее приверженцы выдвигают требование остановки экономического роста (это называется «нулевой рост»), однако большинство такую крайнюю трактовку все же не поддерживает. Концепция устойчивого развития во многом перекликается с концепцией ноосферы, выдвинутой академиком В. И. Вернадским ещё в середине XX века. В 1994 г. президент Ельцин своим Указом утвердил Концепцию перехода Российской Федерации к устойчивому развитию, основанную на решениях и идеях Всемирной конференции по окружающей среде и развитию ( Рио де Жанейро, 1992 г). Всемирный саммит ООН по устойчивому развитию (межправительственный, неправительственный и научный форум) в 2002 году подтвердил приверженность всего мирового сообщества идеям устойчивого развития для долгосрочного удовлетворения основных человеческих потребностей при сохранении систем жизнеобеспечения планеты Земля.
